This program offers financial aid to retail fuel facilities for the installation or modernization of transfer switch infrastructure.

The Florida Retail Fuel Transfer Switch Modernization Grant Program, administered by the Florida Department of Agriculture and Consumer Services (FDACS), offers financial aid to retail fuel facilities for the installation or modernization of transfer switch infrastructure. This program enables fuel stations to remain operational during power outages by allowing fuel pumps, dispensing equipment, life safety systems and payment systems to function even when the electrical grid is down.

The maximum grant amounts are:

• Up to $10,000 for facilities located in fiscally constrained counties [ Adobe PDF Document ].
• Up to $5,000 for facilities in all other counties.

Eligibility Requirements

All applicants must meet the following eligibility requirements to qualify for this grant:

• Be a registered retail fuel facility in compliance with Section 525.19, Florida Statutes (F.S.). Register at Petroleum Registration.
• Have a minimum of four fueling positions.
• Not be a newly constructed or substantially renovated facility subject to Section 526.143(2), F.S.
• Agree to participate in emergency response coordination as required by local or state emergency management authorities.
• Submit a complete application including all required documentation verifying compliance with the grant criteria.

Application Evaluation Criteria

Applications will be evaluated based on the following criteria:

• Percentage of retail fuel facilities in the country with a transfer switch. 
• Facility location on a designated evacuation route.
• Number of fueling positions available.
• Presence of on-site generator or contract for generator delivery within 24 hours.
• Availability of retail fuel facilities with a transfer switch in the vicinity of the intended recipient location.

Other Requirements

• Be compliant with and meet the standards of Section 526.143, F.S.
• Meet the definition of a “retail outlet” as defined in Section 526.303, F.S. (does not include marinas).
• Register as a vendor on MyFloridaMarketPlace Vendor Information Portal.
• Complete the Florida Department of Financial Services Substitute Form W-9.
• Ensure the corporation filing status is active with the Florida Department of State, Division of Corporations.
